[outages] Packet loss on level 3 in Boston

Anyone here seeing packet loss with level 3 in Boston? The issue seems to be with the link between ae-31-31.bar2.boston1.level3.net (4.69.207.81) and sidera-netw.bar2.boston1.level3.net (4.53.56.154).
