Telia has re-routed around the issue earlier.

We have implemented traffic engineering in both directions (LAX & DFW), and
we see improvement.
There is still some congestion on our network and you may still see some
packet loss; however, there is no more capacity for us to make further
traffic engineering.
We apologize for the inconvenience.

Zayo
Splicer crews are currently on site at this time. The affected fiber is a
192 count fiber. This is a buried fiber, and they will have to dig to get
to the fiber. Currently there is no ETR.
Our third party provider has confirmed that all crews are on site. Their
currently prepping one side of the cable and proofing the conduit to ensure
the fiber goes through. There is no ETR at this time. More updates to
follow.
