[outages] ATT San Antonio

We have AT&T fiber circuits in WA, OR, CA, and WI that are showing intermittent loss to some sites (none are down).  For ease of comparison lets say 1 in 10 pings.

Noticed this to Charter business, Comcast business, and some others.  No loss to Google (8.8.8.8), LSN, MSN, and others.

We've been having issues with dedicated Internet in San Antonio.  It's not completely down, but we're losing packets intermittently--just enough to drop clients from Internet applications briefly and force them to reconnect.  Anyone else experiencing that in the San Antonio market?
