[outages] Packet loss to outlook.office365.com Cogent & twdx in RI

I’m seeing ~3% packet loss to outlook.office365.com, looks like some ICMPs are getting dropped along the way.
I’m directly peered with MS through Boston-IX @ 1 Summer St

MTR shows consistent packet loss after the Cogent to Microsoft handoff and the Towardex to Microsoft handoff.
