[outages] Lightower NYC

We have a few sites that are down with Lightower, but most (around 80%) are
up and running fine.  The sites that are up are a mix of legacy & Lightower
builds so doesn't seem to be one network or the other; the sites that are
down are a mix of L2 & IP circuits.
