[outages] (WI) Packet Loss to Google on Charter

seems ping to www.foxnews.com / and opendns IP 208.67.222.222 is not
loosing any packets
but 8.8.8.8 and 8.8.4.4 is
all 4 pings are from a TW connection, so i assume issue is with TW and
google?
