[outages] Fibertech / Lightower outages in NY metro area

Just an FYI, 

We are going from Westchester, NY near Greenwich, CT to Secaucus, NJ over DWDM. The circuit is up/up (at least to the local equipment), but not passing traffic. According to LT, they are "still investigating".
