[outages] cocmast packetloss and high latency

We just got a notification from Bluejeans warning of degraded service for
Comcast customers due to "issues comcast is having in several regions".

So, sounds like it's a known thing. Can probably direct the "me toos" to
the discussion list/trash? They don't really add much more to the thread
except notifications on our devices :)
