[outages] Fwd: cocmast packetloss and high latency

Downdetector isn’t really that accurate of a report. Its been lit red like that for over a year since the last times that I've checked the site.

Id suspect some leaked routes along the wire somewhere that is effecting connectivity for a lot of carriers.
