[outages] GTT Outage - Montréal to New York

Not sure if anyone else is in the same boat but we lost our path from
Montréal to New York (Equinix New York) over GTT transport at 4:56 EST
time. Looks like there is a major outage with dark fiber in New York. Not
sure if other carriers might be impacted.
