[outages] flowroute increased 2400 percent belgium ?

I doubt the Voxbone issue is related to Izzy's issue. Voxbone mainly deals
with incoming. Izzies issue is that his rates went up by 2400%.

As far as fraud monitoring goes a lot of billing systems have them built
in. Our system rates each call on hangup. We then have different algorithms
that we use to check for suspected fraud. If anyone wants ideas off list
let me know.
