[outages] POLICY: Ticketing systems

I'm going to write this, purposely, while I'm still cranky.

If you're going to route outages- into a ticketing system, you'd better
make sure that *NOTHING* can leak back out to the list, or we will terminate
you with extreme prejudice.

I phrased it most carefully.
