[outages] Verizon Wireless SMS

Apparently was a rather widespread outage with VZW this morning. I first
noticed it aorund 6AM. Seems to have just started working around 9AM (all
times Eastern.)

Text messaging was definitely not working. Voice and data seemed fine.

Just thought I'd put it out here for documentation and reference sake, in
case any of you run into questions about it this morning.
