[outages] L3/CenturyLink Memphis/Nashville Tennessee Unreachable

Had multiple circuits drop connectivity due to unreachability outbound. My
ICMP packets get a return of unreachable from L3/Clink when attempting a
connection to AWS and Google DNS. Anyone else seeing the same?
