[outages] Calls to China.

Inteliquent, Verizon, ibasis, and Centurylink (ex Qwest trunk) were able to
get through to the test numbers I have in China. However, TATA, Telefonica,
TI Sparkle, Telia, PCCW, and DT all failed it.
