Clear here in East US, but there's dashboard notices posted now and they
admitted trouble with "Outlook on the web" on Twitter a few hours ago:

on the web. Current status: Our monitoring has confirmed that there is some
residual impact to a subset of affected users. We're working with some of
the affected users to collect information to determine our best method to
mitigate impact for the remaining users. We expect this process to take an
extended period of time to complete. Scope of impact: This issue may affect
any of your users attempting to access their mailbox via Outlook on the
web. Start time: Monday, April 20, 2020, 5:30 PM (9:30 PM UTC) Root cause:
A routine service update inadvertently contained a code issue that
prevented some users from accessing their mailbox via Outlook on the web.
Next update by: Tuesday, April 21, 2020, 3:00 AM (7:00 AM UTC)
