[outages] San Francisco metro Cogent outage 3/26/20 4:40PM PDT - Ongoing

Around 5:58PM things with Cogent certainly got worse. I've since pulled my
Bay Area traffic from their network..  they have a routing loop of some
sort at the moment. My service in the EU seems fine still.
