[outages] Hurricane electric outage in San Jose

We got the full story from an Equinix engineer that Zayo had an emergency
maintenance to re-route fibers because of a some building construction.
They never notified anyone about the maintenance and took everything down.
 <<< 2nd hand info. 400+ fibers may have been a high count cable.
