[outages] Fiber cut between Nashua NH & Boston MA

Latest update from FL NOC at 1:08pm:

OSP crew is onsite.  Exact location of issue not yet found. They are
working on restoring service via connecting over other fiber facilities and
then finding and repairing the issue. No exact ETR, but they are hoping for
less than 2 more hours, or 3pm.
