[outages] All Outages list management broken?

Hi Andy et al,

I apologize for the delayed response. Jared, who owns and manages PUCK,
has been unavailable. We are aware that something has caused the
mailman to malfunction, but unfortunately, I do not have a current
timeline for resolution.

While I continue to reach out to Jared, and in the meantime, we are
working on establishing a backup server. This will take a couple weeks
to complete, but it will significantly enhance our system's reliability
going forward.

I sincerely apologize for the inconvenience caused by the
unavailability of the list.
