[rbak-nsp] bgp prepend

I try to add prepend for one from my BGP neighboutr.
I tried to  add route-map and set  prepend, but In my opinion it doesn't work

my config  below

 route-map atmbbi-out permit 10
  set as-path prepend 8819 8819 8819

 router bgp 8819

  bestpath med always-compare
