[rbak-nsp] Strange PPA crash on SE-800 while there is no QoS

I had a similar problem in the past... That issue was solved upgrade the
SEOS...

We have recently had similar crashes with the 4port 10GE cards and the logs
mentioned qos, though this device has none configured:

Our issue was a bug in 6.4.1.3 and we have since upgraded to  6.4.1.4 and
its been stable so far.
