[rbak-nsp] PADO and PADS marking

Hi everybody

I checked CoS Marking of PADO and PADS on SE-800 and SE-100. The thing is in
SE-800, these packets are marked with COS zero but in SE-100 they are marked
with COS 6. The SEOS of Se-800 is 6.4.1.4 but for all old and new versions
of SE-100 the behavior is same.

Do you have any clue about this?
