I have same case with you , and now already solve by change configuration in radius. In this case I am using free radius, and change in directory  /etc/freeradius/users 
DEFAULT cleartext-password := "Redback"   
                Service-Type = Outbound-User

My first steps with SE100.

but there was no answer.

Problem: How to assign private IP pool for unknown mac address rejected 
by Radius?

Subscribers with private IP pool will be redirected to http and ask for 
identyfication (this is not a problem) .
