[rbak-nsp] Duplicate MAC on CLIPS

I think that FreeRADIUS has something like max-users that you can set
up to one. It checks if the user is already connected and rejects new
connections. If you want more security, then you can redirect and ask
the subscriber to authenticate using a username/password/pin or
similar on a web page.
