[rbak-nsp] Rate limit

Hello

I'm try to setup simple rate limit:

qos policy 001280-out metering
 rate 10240 burst 1920000 excess-burst 38400000
 rate-calculation exclude layer-2-overhead
!
Policy is applied via radius reply for Clips circuit.
Problem   is when excess-burst is reached traffic becomes very choppy,
packet  loss  occurs  under  high load, traffic seems jumping 6-15Mbit
resulting average 10Mbit. Before excess burst is
reached we have burst start and then flat 10Mbit rate.
Where is problem and how to deal with it ?
