[rbak-nsp] Apply sub Bulkstats schema via RADIUS

Hi Jim,

There is no such VSA. However you can configure non-default subscriber
profile with bulkstats option.

The VSA for subscriber profile:

# AAA-Type: 5 Auth/Acct
ATTRIBUTE Sub-Profile-Name                   91   string    Redback
