I did have the router ID set on both routers, with their respective loopback interface IP's.

have you got set the router-id ?
(config-ospf)#router-id 10.255.255.5

if not, ospf take the ID from ip address on loopback interface
0.0.0.0 looks like area id :)

try to set router-id
