[rbak-nsp] radius connectivity

We're also using linecards for radius connectivity, and it is rock 
stable with around 10k CLIPS and PPPoE sessions. Even everyday managment 
is done on interfaces bound to line cards. Managment interface on XCRP4 
is only used during some technical issues or other large configuration 
changes which makes impossible to connect to router via our normal method.
