[scg-sec] Proposed new members for SBC

While SBC hasn't bought any other ISPs recently, we did have a major
re-organization internally.

Myself and Jeff Young, the current members to scg-sec were moved to a
network operations organization.  SBC's network planning & engineering
organization would like to be the contact for issues.
