[VoiceOps] Level3 VIPER ---> VECTOR

We are still on the fence on this one, with some of our base split
between both networks, but to be honest We have had a really good
experience on both networks, minus some of the technical bells and
whistles offered by vector both have been solid performers for us,
however having their EPS in rock throwing distance doesn't hurt.
