[VoiceOps] IPLD Carriers

AT&T's AVOICS product is fantastic, and compliments L3 quite nicely
since they have 100% overlap so you can fail most calls across with
impunity. 

Verizon is nearly as good but less competitive on pricing and their
IPSEC interconnect requirements are a pain.
