[VoiceOps] CPE IAD recommendations

Edgemarcs spit out per-call MOS scoring and RTP stats on VoIP calls, so
while not quite iperf, it should get a little closer to the meat of what
you care about. They are really fantastic devices, and we make heavy use
of them.
