[VoiceOps] Switching dial out using "8" instead of "9"

We make sure that a user can dial 911, 9911, and 8911 (we use 8 for
trunk access).  That should allow anyone in a panic state to be able
to dial correctly.

We don't use CUE, but changing the dial peer destination-pattern to 8T
instead on 9T should work.  I would still recommend adding a dial peer
for this, at least for a short transition period.  Just depends on how
many users you have.
