[VoiceOps] Delay on RTP for Inbound Calls

Not in my case. The captures sounded fine, it wasn't until metaswitch
said they found an issue with old polycom fw that I was able to solve
the problem. It was like the metaswitch was ignoring the packets.

The problem was exactly the same, 1st ~5 seconds of silence towards
the pstn. Not on every call but easily reproducable. The fw they
upgraded to was 3.1.2 I believe.
