Check out iBasis and Broadvox. Neither have hard minimums and both have
competitive international decks and decent service and have been fairly
easy to work with.
Keep in mind with international termination your best bet is just to get
a few providers so when one has a single-country issue etc you don't
need to wait for them to get their act together, you can just send your
traffic elsewhere.
