[VoiceOps] 360 Networks experiences

We indirectly use 360 Communications (via DASH Carrier Services), and we've
had problems... ones that they acknowledge (due to network design and
implimentation) but ones they'll not fix.  It has caused us much heartburn,
and almost cost us a lot of business.
