No consensus that I know of.  Highly depends on the individual needs of 
the customer base and the aggregate consequences of that.

What is "local," anyway?

1) Local as in within local calling areas as defined by ILEC tariffs;

2) Intra-LATA?

3) On-net for some facilities-based termination carrier?
