[VoiceOps] Difficulties sending calls to Magic Jack

We have also been having issues connecting to YMAX/MagicJack numbers over
the last few days. Although it appears to be dependent upon what carrier we
use. If we connect through a local CLEC for termination then it gets this
message. If we terminate through global crossing it seems to work fine.
