[VoiceOps] Most Favorable ICA for AT&T in California

Anyone have any suggestions regarding which existing ICA might be the most favorable in terms of collocation in AT&T wire centers?
 
Also, an idea of how the TRRO affects UNE dark fiber availability (same market)?
