[VoiceOps] Most Favorable ICA for AT&T in California

  Dry Fiber was removed from all AT&T Tariffs. Not possible to get it.
Inter-Office fiber is available sometimes if you can figure out where it 
is, but it is challenging.

Did an SI for some a couple of months ago and was told Dry Fiber was 
unavailable. Then that there wasn't capacity anyway.
