The Bells in particular have argued against making dark fiber eligible 
for E-Rate discounts, noting various objections. AT&T argues that 
funding dark fiber is not supported in the law, citing, among other 
provisions, language that says subsidies are to be made available for 
'services,' which dark fiber is not.
