Not this specifically but often all 0s or a bogus number.

Obviously spoofed CLID.  Trivial for the bad guys to do.  There's even
an app for that...   http://calleridfaker.com/

Sending email "from" the victim's address is an old spammer trick to get
the victim to open it out of curiosity.  Probably similar motivation here.

The fact that it was a recorded call (generally illegal) just makes it
more annoying.
