I'm aware of those distinctions, but in the wholesale VoIP termination
sector specifically, intra- and inter-state rate distinctions are the
typical presentation on rate decks. The cost structure of the LECs
internally with respect to LATAs is built into that somehow.
As to whether they are compensating for one of those gaps, it's a
distinct possibility.
