You're probably right, but I'm just laying out the facts as I see/read them.  The rules seem to state that you aren't granted "safe harbor" unless you adhere to standard industry-adopted protocols.

Practically speaking, this is impossible, and will continue to be 
impossible.

It's just too expensive.
