[VoiceOps] IPSec VPN server

In the past we have used a HA pair of older PIX 515's. More than 
sufficient for signaling-only scenarios and very cost-effective these 
days. The HA was nice since i wouldn't need to take any trunks down to 
do maintenance etc.
