[VoiceOps] New Exchange 217/777

Yes Hypercube has an extremely low rate. They say they have fixed it but
their route to the exchange seems to be always full and congested. I
haven't been able to get a call to go through still with them. I at least
get an immediate 503 though now from them.

 The rate they have is less than $0.002 so that's probably why they are
getting first route from everyone.

I guess the only thing to do is to have others open a ticket to get more
pressure on them to actually fix it.
