[VoiceOps] trouble completing calls to and from 760-948

Seems Verizon has had a large scale outage today as I'm having trouble
completing calls to at least 760-948-xxxx and that general geographic
area.  People in that area seem to be having difficulty making calls as
well.  Anyone else see this today?  any idea what may have happened?
