Anyone know if Vubiquity can hand off signal in STL or Indy?

The hard part is actually the content agreements -- I'd suggest starting
with the NCTC or NRTC (http://www.nrtc.coop/pub/us/video/).

In terms of the video, I'd suggest looking at Vubiquity:

Hello,

 I have an opportunity to deliver FTTH to about 800 homes in local small
town.  I'm looking for someone to provide TV service to the residents
(RF
overlay or IPTV).   Does anyone know of a white label provider that can
deliver service in Massachusetts?    I can pick it up in Boston (1
Summer,
230 Congress or 300 Bent).    800 homes is not enough for me to justify
building my own head-end,  hoping I can wholesale off someone else's
head end.
