TW is definitely part of Level3 now, but their support organization is still not fully merged. 

For legacy TW data circuit IDs that end in "TWTC" (e.g. 53.KFFN.xxxxxx..TWTC) I was directed to call their "Legacy TW Group" at 800-829-0420 to open tickets on those circuits until they get everything tied together. Native Level3 support isn't tied into the TW stuff quite yet, no clue on when they'll fully gel. 

Not sure if this will translate over to your voice issue, but the legacy circuit support folks may at least have a bead on who else to talk to on the TW side for voice issues. YMMV, but I hope this helps.
